Cyber Privateers: A Brief Introduction to the Modern Use of Letters of Marque and Reprisal. 

This is a research paper I wrote for my International Humanitarian Law class in my 3L year of law school. This paper explores the idea of using the outdated practice of granting hackers a "cyber letter of marque" to act as an authorized combatant in cyber warfare. 

This paper was written under the supervision of Prof. Richard Rosen.
